Shawnee State University's roots date back to 1945 when Ohio University established an academic center at Portsmouth High School.

The Department of Institutional Research and Sponsored Programs supports internal departments in planning, assessment, and decision-making by performing data collection, verification, and analysis.
Thanks to the generosity of a Portsmouth family, the Shawnee State University Board of Trustees in October of 1997 named its library the Clark Memorial Library. It is dedicated to Mr. and Mrs. Clyde W. Clark, long time Portsmouth residents and supporters of the University.
Mr. Clark was born in 1896. He, along with William A. Burke and James B. Miller.

The Department of Institutional Research and Sponsored Programs provides support for the University's accreditation review process. Shawnee State University is accredited by The Higher Learning Commission and is a member of the North Central Association. Shawnee State University has been accepted to membership in the Academic Quality Improvement Program(AQIP) for the Higher Learning Commission.
